The hell is within the 3 worlds. It is situated in southern direction, below the earth and above the waters.
In this direction, also resides the ancestors (dead parents) Agnishwaat etc, who are praying well wishes with extreme concentration for their family members (Vanshdhars) on earth.
In that hell, the God of death resides with His servants. The God of death is the son of Lord Sun. They give punishments for the sins done. They give this punishment in such a way that the commandment of God is not crossed. They give punishments to all such dead beings who are brought to this hell by their death messengers.
