The Maha Raurav hell is like Raurav hell.
Such persons go into this hell, who is not bothered about others , not caring for others (selfish) and is busy in nurturing his or her own body.
In this hell the cruel creatures who eat raw meat, bites this person out of the greed of meat.
(As per Shivpuraan stories leprosy is carried by astral body in the afterlife. It may occur in the afterlife also. That way this Shlok clears, that astral body detached from biological body can be harmed. As per other beliefs, a person on entering hell, attains Yatna bodies which have enormous capacity to bear pain, means a person does not die even if cutted into pieces. This bodies are specially made for experiencing pain just as heavenly bodies are made for experiencing extreme happiness)
