(All heavens filled in the vastness of the universe from the North pole of the universe upto the Sun and Moon are reigned by Lord Indra. However, there are 2 heaven type abodes noted in underworld which are termed as heavens of demons. They are the world of Bali in Rasatal. And the worlds made by May Daanav. This heavens are compared equal or superceding Gods heavens in some Puraans. Residers of lower 7 under worlds are mainly demons and multi headed snakes. Their dominance reigns in lower worlds. )
